Il file OS_Ats.1.dll lo usa openBVE. E' una libreria dinamica di Windows, non ha senso modificarlo con un editor.

E' il file OS_Ats1dll senza il punto tra OS_Ats1 e dll che è una cosa anomala.

Non essendo davanti al tuo pc non posso immaginare quale casino hai combinato... openBve non ammette "licenze poetiche" nei file!
